What is the history behind the large building in Austin TX that looks like an owl?

There are two large circles that resemble eyes and a side view looks like a nice look at you.

"The 307-foot tall UT Austin Tower, designed by Paul Cret of Philadelphia, was completed in 1937. Through the years, the Tower has been the most distinctive and historic university as a symbol of academic excellence and personal development opportunities. "No booth tour only as the basis for the UT campus every day, but when the Longhorns have a great victory for the tower lights burnt orange that night. The owl is seen when viewed from the side is a game of the Rice Owls in Houston. I do not know exactly why, but I think the architect was Houston or something. Visit the website for more history. There was also a famous gunslinger who was at the top of the tower long ago, and close to the upper floors ….. http://www.utexas.edu/tours/mainbuilding/

The owl building is the Frost bank tower. Why is this article talking about the UT tower? Failure.
